The enormity of this project was clear from the outset but problems with missed deadlines and the provision of funding means that the initial success of the scheme has be dogged with a negative backlash in the media. This delay has been generally caused by uncertainty around funding - the Government have always championed the idea of Privately Financed Initiatives (PFI's) which uses capital from private investors to fund the construction of school buildings which are then leased back to the school governors. However, many schools chose not to take this option preferring to retain control of their school premises thus clouding the path to gain funding from the government.
Alongside the problems faced with funding, there also have been difficulties with the procurement process itself. 600 schools were due to begin the reconstructive process at the end of 2006, however a year later only 14 of these schools had been completed and predicted growth on this number is only going to be pushed to 56 by the end of 2008.
